The deciding goal came in stoppage time, when André Zambo Anguissa scored for Napoli, with an assist by David Neres, to complete Napoli's come back.
Lukaku scored his maiden goal after coming off the bench for his debut for Napoli, who have frozen Osimhen out of the squad.
'Victor expressed his absolute desire to not stay at Napoli,' Director of Sport Giovanni Manna said. 'At this moment, we maintain the same consistency we had since the start: he expressed the desire to no longer play for Napoli, and so we made other choices,' he added.
Napoli are now in fourth place in the table, while Parma are ninth in the league.
